WHY 'POOR STRUCTURAL DESIGN'

IS NOT GENERALLY KNOWN AS A POSSIBLE CAUSE ?

Whenever any building failure takes place, generally Structural engineers and Architects are contacted by press for finding out probable cause of failure. Even the committees set up for investigating failures , generally consist of Structural engineers only. Since Structural design is responsibility of Architects and Structural engineers, they rarely talk about 'Poor structural design ' as a possible cause.
